To have this quest, talk to Nil once you finish all Bandit Camps. Then he asks you to visit a mesa.
When you get there, he requests you to have a duel against him. You can accept it or deny it. Even if you defeat him in the duel, you are still be able to obtain All Allies Joined trophy.
